Well Folks,
   Last week while at the complex getting some documents, I stopped by the Council house to see if I could get the legislative act by the slimy slug that kicked out the Freedmen as Cherokee Citizens of CNOT... I came away with a bunch of stuff but not that Law per-se'

After reading through it all, I still don't have that actual original council citizenship act for CNOT...

I got this list cship88.html of rules and regulations and the Resolution passed by Mankiller's council in 1988 making them law...

And if you will note the first rule says citizens will be a degree of Cherokee by the final roll, freedmen included but does not spell out how the CDIB card is to be to use for the guide for blood degree, actually pretty sloppy written if you ask me...

Then in 1992 a legislative Act was passed see it here cshipLA6-92.html I omitted and skipped the parts that did not pertain to citizenship, any one interested can get the whole thing...

In this one, if you will note, Section 3 says this supercedes resolution mentioned above...

Then in section 4. Paragraph (c) base roll, it mentions the final rolls as the means by which a person is Cherokee, says nothing about <b>degree</b> and it also leaves out mention of the freedmen by blood, and the adopted Shawnee...

Then paragraph (d) pertains to the CDIB card, and plainly says it is an <b>acceptable</b> document to meet the necessary evidence requirements. Says <b>absolutely nothing about it being the only means.</b>

Then in paragraph (i) Necessary Evidence, spells out what is and will be accepted as official documents for this purpose, note the CDIB is not listed as a required...

Then in section 6. paragraph (a) it plainly say the final rolls by blood are the only basis for citizenship, and neglects mention there is a final roll of freedmen by blood but with no degree, but there is no mention of required degree in this act...

Except for the disregard for the law of the land the 1866 Treaty it appears to me, Mankiller and her council inadvertently fixed the degree problem, but the registrar's office continued to use it against the freedmen and does so today!!

And then in 2002, Chad decided to amend the act some more, which you can see here http://www.cornsilks.com/cship16-02.html ...

It has mostly to do with relinquishment and re enrolling...

But if you will note there is not much change in the Citizenship portion...

In Section 4, paragraph C. Base roll, the Shawnee were added but still no freedmen roll...

Paragraph D. on the CDIB nothing changed from the 92 Act...

So folks appears to me Mankiller fixed the degree problem and the registrars office still blocks the freedmen from citizenship with this false claim that the CDIB is the only proof they can have when the law is plain, only LINK by blood is required, documented...

One has to wonder if any of the Council even knew what they were voting on when they passed these laws, and why doesn't some one inform the Freedmen..

Or is it possible that law I did not get, is still the real law of CNOT and all the legislative acts are just a facade???
